Masters Degree in journalism at the Warsaw University. European expert in the field of eGovernment, speaker at over 40 scientific conferences and seminars connected with Information Society technologies. Member of the Computerization Council created in May 2005 by Ministry of Science and Information Society Technologies. In 2002-2003 Polish expert on the Information Society Technologies Committee [ISTC] in Brussels, delegated by the State Committee for Scientific Research.
Founder and the President of "Cities on Internet" Association. Programme Director of “Cities on Internet” Conference since 1997. Since 2004 he is Vice-President of ELANET (CEMR). Board member of eForum Association.
Co-author of project "Across the borders - eGovernment in less developed regions" oriented on defining common Polish-German projects. Manager of IST project - eForum and eContent project EPSINet-CEE.
Crystal Brussels Award winner  for achievements in realization of innovative international projects, and winner of Marek Car’s Award in 2003 for achievements in implementing IT technologies in public administration.
